The meeting was called to order at 7:00 p.m. by Chairman Zeiters.

III.             APPROVAL OF MINUTES

 

Ms. Zemlock moved, seconded by Mr. Zeiters to approve the May 25, 2005 regular meeting minutes.  The motion passed with Mr. Bolt and Mr. Moyer abstaining.

 

Mr. Bolt moved, seconded by Mr. Zeiters to approve the June 8, 2005 workshop meeting minutes.  The motion passed with Ms. Zemlock and Mr. Moyer abstaining.

V.         SUBDIVISION/LAND DEVELOPMENT APPLICATIONS

B.                 Preliminary and/or Final Subdivision/Land Development Plans

 

1.       #05.006 P/SB Sagewicke Annex, Houck Properties – Mr. Shaffer, Act One Consultants, was in attendance to represent the plan.

 

Mr. Brulo presented the following comments from his report dated June 15, 1005:

#11  Clarify open space requirements against the approved preliminary plan.

#13  Provide an approved E & S plan for this phase.

#14  Provide a modified Traffic Impact Study simply providing an accounting of the actual number of units versus the number of units used in the original TIS.

#17A  Provide a stormwater management report.

#17D  Provide a grading plan that shows grading around the individual units.  First floor elevations should be provided.

 

Mr. Leonard reviewed comments from his report dated June 16, 2005:

#1  Existing features plan doesn’t match Sagewicke Preliminary Plan.  If explanation in Zoning Ordinance comments in June 2, 2005, Act One letter is correct, the Note #1 is not.  Please clarify steep slopes.

#2  Show open space calculations for this development.  Mr. Shaffer stated they are listed on the front sheet of the plan.

 

Ms. Estheimer presented the EAC comments dated June 6, 2005:

#3  Deeds for these lots should reflect the conservation easement in metes and bounds, as owners will have limited use of backyards in HSPOD, as per Section 195-80 that allows no structures, grading, fill or storage of equipment or material.  Owners must be informed of the responsibilities imposed by the conservation easement.

#5  A photometric plan should be included due to the proposed developments location adjacent to existing single family homes.  Mr. Shaffer indicated lighting would be the same as the rest of the development.

 

Mr. Shaffer agreed to provide a time extension.

 

MOTION

Ms. Zemlock moved, seconded by Mr. Bolt to table plan #05.006 P/SB Sagewicke Annex due to outstanding staff and engineering comments.  The motion passed unanimously.

 

2.       #05.011 F/LD Winslett Phase IV, Rustrum Realty – Mr. Murphy, Alpha Consulting Engineers, was in attendance to represent the plan.

 

Mr. Brulo presented comments dated June 16, 2005:

#8  Provide a turning radius analysis, ensuring that emergency vehicles can transverse the site.

#13  Submit a revised stormwater management plan, as the inlet configuration and basin grading has change since the preliminary plan.  Additionally, the applicant should consider maintaining the hydrology to the wetlands along Linglestown Road.

#14  Submit an updated wetlands study.

#15  Provide a final traffic count.

#22  Add individual house grading and determine the need for retaining walls.  If retaining walls will be needed, provide a detail.

#26  No temporary cul-de-sac needed at Rock Ridge Avenue.

 

Mr. Dickson DCPC, reviewed comments dated June 20, 2005:

#1  Steep slopes and their environmental protection overlay district should be shown.

#2  The 25’ protection district need to be shown around the wetlands

#7  Will the portion of the Winslett development north of Linglestown Road be connected to other portions of surrounding roadway network in the future?  As currently proposed nearly 100 units will be accessing one access point on Linglestown Road.

 

Mr. Leonard, presented comments dated June 9, 2005:

#4  Need for retaining walls?  Turn analysis needed for emergency vehicles.

#5  Limits of disturbance need to be shown.

Zoning:

#1  WPOD allows stormwater facilities, but not with fill.  Need to rework pond C1 in conjunction with providing more water to the wetlands.

#2  Show screening and buffering between houses and the riding club, or note prior agreement.

#3  Grading concerns behind lots 58-62.

Mr. Leonard noted is major concern is that the source of water supplying the wetlands will be cut off.  Mr. Murphy stated they will redirect piping to provide additional feed to the wetland area.

 

Ms. Estheimer stated the EAC was mostly concerned with the wetland area, and this item has been addressed.

 

MOTION

Mr. Bolt moved, seconded by Ms. Zemlock to table plan #05.011 F/SB of Winslett Phase IV, due to outstanding staff and engineering comments.  The motion passed unanimously.

 

VI.       OLD BUSINESS
 
  1. Hanoverdale Hamlet/Neighborhood Commercial Rezoning – Tabled

 

  1. Comments – Comprehensive Plan Amendment/Zoning Ordinance Update – Considerable discussion occurred with major concerns as follows:
    • Route 39 (Transportation) – The proposed changes by the Board are contrary to the recommendations of the Route 39 Study and would make Route 39 an even greater problem.
    • Jonestown Road Area – This should remain a quiet residential area as overwhelmingly supported by the residents of this area.
    • Planning Commission supports and agrees with the comments from Dauphin County Planning Commission
    • The Planning Commission was not given the opportunity to review the zoning change made on Shellahamer Road.  The Commission suggests the Board consider a compromise by zoning the Ritzie Village area from R1 to RR in conjunction with the Shellahamer property from FRA to RR.
    • In addition the Commission supports its original recommendations to the Board.

 

Due to the number of members who could not make the July 13th workshop, it was agreed to hold the July workshop meeting on the 14th.  Staff will advertise and e-mail members a reminder.

 

VII.      NEW BUSINESS

 

A.     Comments on South Hanover Township Comp Plan Amendment – Mr. Zeiters moved, seconded by Mr. Bolt to recommend support of the South Hanover Township Comprehensive Plan Amendment.  The motion passed unanimously.

 

B.   MPC Act 247 – Vacation of Public Ground – Ms. Zemlock moved seconded by Mr. Zeiters to recommend proceeding with the sale of the township property if the Board believes it is in the best interest of the Township.  The motion passed unanimously.
