The workshop meeting came to order at 7:00 p.m.

 

TRANSPORTATION CHAPTER VIII – Classification of Streets

 

The following streets were classified as Collectors:

·       Jonestown Road

·       Green Hill Road to Devonshire Heights Road

·       Sarhelm Road to Devonshire Heights Road

·       Sterling Road

·       Fairville Avenue – North of Route 39

·       Moyer Road

·       Sleepy Hollow Road and Appleby Road

 

Future Road Suggestions:

·       Fairville Avenue to Blue Ridge south of Route 81 and running parallel to Route 81

·       Service Road along the south side of Route 22, Clover Lane to Towhan Road

·       Monroe Drive to be connected through to Jonestown Road

·       S Clover Lane to connect to Devonshire Heights Road

·       Hanoverdale By-pass

 

PROPOSED HELIPORT ORDINANCE

 

Mr. Leonard presented a draft heliport/helipad ordinance for review by the Commission.  A copy of the original draft is attached to these minutes.  Revisions included:

·       Remove the word “minor” from the Heliport definition

·       Provide definitions for isolation distance, fueling station, landing area and helicopter

·       Staff is to contact HRG about updating the noise ordinance

·       BE district will be removed from the Helipad section to the Heliport section

·       Helicopters are to be a conditional use

Section 195-182, Helipads in the FRA, RR, and BE Districts:

4.              No fueling stations or service bays allowed.  Fuel tanks limited to 500 gallons permitted upon approval by the Township Fire Marshal and in accordance with Pennsylvania Storage Tank regulations.

7.              A 48” high fence must be located outside the isolation area.  The fence must surround the isolation area.

9.          Landing area must be located behind the principal structure.  Visual buffer from public ROW shall be provided or landing area to be located 200 feet from a public road.

10.        Hours of helipad operation is are limited from 6 a.m. to 9 p.m.

Add:

13            Nighttime illumination per FAA regulations

14            Landing area must be paved.

 

        Heliports in the BE, I and IE Districts:

5.              A 48” high fence must be located outside the isolation area, if located at ground level.

Add:

11         Landing area must be paved.

 

Revisions will be made and provided for review at the March 23, 2006 regular PC Meeting.  It was also agreed to start with the review of the SALDO if the agenda is light.

 

Carol Buskirk presented information on Ag Zoning from Dickinson School of Law.  The Commission wondered how many 20+ FRA parcels there are in the Township.  Staff to check with HRG.
