The meeting was called to order at 7:00 p.m. by Chairman Zeiters.

III.           APPROVAL OF MINUTES

 

Mr. Ostermayer moved seconded by Mr. Bolt to approve the June28, 2007 regular meeting minutes with a correction to page three, motion for Olde Towne Hanover, “Mr. Bolt abstained.”  The motion passed as amended.

V.          SUBDIVISION/LAND DEVELOPMENT APPLICATIONS

 

A.             Conferral/Sketch Plan

 

1.          Moyer Road Athletic Complex – Phil Overten, Bob Longcar and Dave Maronic,  Kelly Laclaier were in attendance to represent the plan.  Discussion regarding proposed athletic complex, consisting of 3 ball fields, 3 soccer fields, restaurant and field houses.  The project has big name sponsors and backers.  The project is ok as a conditional use.  The stream will be left alone and there will be lights on the field.  The restaurant will be of if supporting the rest of the complex, but not as a stand alone.  The complex will be open until 11 p.m. maximum.  Inflatable domes may be used in the winter.  There were stormwater questions and traffic concerns.  By consensus the Planning Commission thought it looked good.

 

B.             Preliminary and/or Final Subdivision/Land Development Plans

 

1.     #07.002 P/SB/LD Evergreen Ridge, Classic Communities – Tabled. 

 

2.     #07.005 P/SB/LD Oak Grove Manor, Diocese of Harrisburg – Tabled.

 

3.     #07.006 F/SB Roger & Alice Cackovic – Tabled.

 

4.     #07.008 P/SB Olde Towne Hanover Mr. Kretzing was in attendance to represent the plan.

Mr. Brulo presented comments from his report dated July 19, 2007 as follows:

Waivers reviewed.

#12 The floodplain location shown on the plan does not match that shown on the current Floodway and FIRM maps.  Provide revised floodplain information on the plan matching the maps and provide the appropriate reference on General Note #10 on the cover sheet.

#15 Provide the location of the nature trail on the plan.  A detail is provided, but no location has been shown.  The surface of any path must be a solid, paved surface.

#19 Provide a warrant analysis for any proposed guide rail along roads or alleys.  It is our understanding that information regarding this item will be provided in the revised Traffic Impact Study.

#20 Provide appropriate signage consisting of “No Trucks or Buses except Residential Deliveries” to prevent lost trucks from turning around within the development.  We forwarded the Township’s traffic report to the applicant outlining sign type/dimension.  Provide locations on the plan.

 

Mr. Leonard presented comments from his report dated July 19, 2007 as follows:

SALDO

#1 Either signature blocks for East Hanover Township, or a letter indication no interest.

#2 Provide warrant analysis for propose guide rails.

Zoning:

#1 Add location of significant trees at the top of the steep slopes above the creek, as noted during a walk through.

Mr. Ostermayer moved, seconded by Mr. Moyer to table plan #07.008 P/LD of Olde Towne Hanover pending outstanding staff and engineering comments.  The motion passed with Mr. Bolt abstaining.  A 30 day time extension has been received.

 

5.     #07.009 F/SB David & Toni Weakley, 214 Berkstone Circle Kairos Design Group represented the plan.  This plan proposes to split one lot of 2.4741 acres into two on the outer side of Berkstone Circle, at the southeast corner of the bend.  The lot will be served with public sewer but on lot water.

 

Mr. Brulo presented comments from his report dated July 19, 2007 as follows:

Waivers reviewed.

#10 Comments relating to drainage and stormwater (see report).

#11 The existing contours indicate slopes in excess of 25% within proposed lot 3A.  Show steep slopes as required by Zoning Ordinance.

 

Mr. Leonard presented comments from his report dated July, 19, 2007 as follows:

#2 Submit appraisal of a buildable acre for FILO calculation.

#3 Letter of capacity needed from Water and Sewer Authority.

Mr. Ostermayer moved, seconded by Mr. Wingeard to recommend approval of the following waivers:

1.     Section 173-11A Preliminary plan requirements

2.     Section 173-37B Parkland, dedication and open space requirements.

The motion passed with Mr. Bolt abstaining.

 

Motion #2

Mr. Ostermayer moved, seconded by Mr. Wingeard to recommend approve of plan #07.009 F/SB of David & Toni Weakley contingent upon:

·       Granting of waivers by BOS

·       Paying the fee in lieu of land dedication

·       Addressing Township Engineer’s comments

·       Other items as determined by the Township

The motion passed with Mr. Bolt abstaining.

 

6.     #07.010 F/LD IFR Furniture Building Addition – Navarro and Wright represented the plan.  This land development plan proposes a building expansion on the western end of an existing building.  The 7,420 square foot addition will be additional sales display space, a utility room and a storage/delivery area.

 

Mr. Brulo presented comments from his report dated July 19, 2007 as follows:

#5 A modified traffic impact study is required for this plan.  It is our understanding that this item will be submitted under separate cover.

#10 Indicate on the plan whether the right of ways adjacent to the site are legal or dedicated.

#11 Comments related to stormwater and drainage (see report)

#12 The land development plan for the existing improvements did not include any parking along the east side of the delivery truck loading area.  The striping and accounting of the 14 spaces placed there should be evaluated for consistency with the Zoning Ordinance.

#13 The land development plan for the existing improvements showed that a 34,223 square foot building was proposed.  The current plan shows that a 35,769 square foot building was constructed.  The building should be evaluated for consistency with the Zoning Ordinance.

 

Mr. Dickson, DCPC, presented his comments dated July 25, 2007:

#8 Missing existing stormwater facilities, existing culverts, existing fire hydrants.  This information may be on the plan but without a legend on the map it is difficult to verify if these things are shown. 

#23 Verify that this addition, along with the current traffic does not exceed 100 peak hour trips.

#24a Nonresidential land developments have a minimum 20% landscaping of the total gross lot area.  Please show calculations to verify these conditions have been met.

#27 Verify that no driveway crosses the street ROW within 5 feet of a fire hydrant, catch basin, or drain inlet.

#28 The eastern driveway along Jonestown Road appears to be closer than 20 feet to the property line.

 

Mr. Leonard presented his comments dated July 19, 2007 as follows:

#4 Approval of E & S Control plan by DCCD

#6 All sheets will be recorded, not just 8 of 8.

#7 What is instrument no 20010000113?  Identify or delete.

#8 Please explain Act 287/38 note.  It is contrary to surveyor/engineer certification.

 

EAC Comments dated July 12, 2007:

Drainage #1 The plan shows no stormwater BMPs.  If the existing basin is being used, the applicant might consider retrofitting it with vegetated filters.  Otherwise the new construction could include water quality inlets or underground recharge below the parking lot.

Zoning #1 Perimeter parking lot landscaping: the plan does not show the required landscaping within the 10’ setback from the building.

1.     Section 173-11A Preliminary plan requirements

2.     Section 173-33 Sewage planning module

3.     Section 173-67 Traffic Impact study

4.     Section173-37B(3) Parkland dedication and FILO.

The motion passed with Mr. Longenecker abstaining.

 

Motion #2

Mr. Ostermayer moved, seconded by Mr. Wingeard to recommend approval of plan #07.010 IFR Building Addition contingent upon:

·       Approval of the Erosion and sedimentation control plan by DCCD

·       Setting up the improvements agreement

·       Approval of waivers by the BOS

·       Incorporating staff and Township Engineers comments

·       Other items as determined necessary by Township Ordinances

The motion passed with Mr. Longenecker abstaining.
