The meeting was called to order at 7:00 p.m. by Chairman

Mr. Brulo presented comments from his report dated June 21, 2007 as
follows:
Waivers reviewed:
#1A Minimum Curb Radii.
#1C Sidewalks & Pedestrian Pathways.
#1E Permanent Turnarounds An autoturn analysis will be reviewed by
HRG and comments provided under separate cover.
#1G Brick Pavers on Streets not brick but concrete.
#1H Parking on streets Zoning Ordinance says no. Applicant may need to request variance. Design looks ok.
#2 Preliminary Land Development Plan can not be approved prior to the
Final Subdivision Plan.
#3 Required curbing on streets if plain cement concrete that is
vertical and conforms to PENNDOT RE-64.
The applicant is proposing plain cement concrete curb gutter. There was some confusion on the curb design
provide detail including dimensions.
#4 Provide a schedule indicating the phases of the land development and
the deadlines for filing a final plan for each.
#9 No fixture details or pole mounting heights have been provided on
the plans and without this information, our review of the photometric plan
cannot be completed.
#14 E & S Control Plan shall be provided for the complete
construction of the site.
#15F Provide an analysis of the impact of angled parking on the streets
relative to safety and sight distance.
#19 Provide wetland study and certification notes on the plan.
#21. Provide additional information on the road profiles including,
vertical curve information, as a requirement for the Preliminary Plan.
#25 General note #13 states applicant intends to pay FILO. It was our understanding there would be a
possible dedication of a civic building.
Clarify.
#26A Soils testing appears testing was conducted on a fill area
without uniformity therefore the test results may not be accurate and may not
be able to get good infiltration.
#26H Provide a geotechnical analysis of the feasibility of infiltration
under roadways.
#27 Emergency Services needs to review plan for internal circulation
& suitability for the location of emergency access, including type of
material to be used.
#28 Provide a warrant analysis for any proposed guide rail along roads
or alleys. No information regarding this
item was provided for the TIS.
#29 Provide appropriate signage consisting of No Trucks or Buses
except Residential Deliveries to prevent lost trucks from turning around
within the development.
Mr. Leonard presented comments from his report dated June 21, 2007 as
follows:
The applicant will need to request a wavier from 173-37 for land
dedication if FILO or a building is proposed, as indicated at the subdivision
plan review.

Tavern There was considerable
discussion related to this issue and the added language. There was also discussion of a parallel text
amendment in conflict with this application.
The Planning Commission agreed to accept the added language from the
June 4th submission as follows:

recommend approve of the following language for the Double K Tavern test
amendment #2007.02:
Section 195-46B(36) ADD: Storage self-service facilities provided that
the tract to be so developed contains a minimum of three (3) acres and be
regulated by Section 195-173.
Section 195-49B(2) AMEND: Nonresidential: no minimum
lot area, except as limited by Section
195-46B(36).
The motion passed unanimously. A public hearing will be scheduled with the
Board of Supervisors.
