4.  APPROVAL OF MEETING NOTES - MINUTES

A.   Mr. Gochanaur moved, seconded by Mr. Garland to approve the minutes of January 5, 2006 as presented.  Motion passed with Mr. Ditzler abstaining.

5.   PRESENTATIONS, STAFF/BOARD REPORTS

6.   ACTIONS REQUESTED BY BOARD OF SUPERVISORS – NONE

7.    OLD BUSINESS

       A.   Super 8 Motel Driveway - Tabled

       B.   Winslett Playground - Tabled

       C.   Zero Setback for Commercial Properties – This issue will be addressed with the second batch of zoning ordinance updates, which are pending before the Board of Supervisors.  The revision will reflect a 10’ minimum setback on each side for the Commercial Highway zoning district.

       D.   Status of updates to Building Ordinance – Pending before BOS.

       E.    WHT Municipal Frequency Request by DEMA – Mr. McCahan presented a copy of the letter from Mike Rimer, which was sent to DEMA denying the request for release of the Township frequency.

       F.    Speed Limit Jonestown Road – Mr. McCahan stated the Board of Supervisors authorized a speed limit study of the entire length of Jonestown Road.

8.   NEW BUSINESS

       A.   NIMS Compliance by Township – (National Incident Management System)  Mr. McCahan reported he is working on what is needed for compliance by the Township.  The training courses can be completed on line.  There are two levels of courses; the 700 level is for everyone and the 800 level must be completed by all first responders.  Mr. McCahan suggested a group training session.  The Township must enact an ordinance that they accept NIMS.

       B.   Traffic Light Timing: Rt 22 & Jonestown Road, Conflicting Green Arrows – Mr. McCahan stated there is a conflict with vehicles making u-turns on a green light at the same time as a protected right arrow turn.

              Motion:  Mr. Gross moved, seconded by Mr. Garland, to recommend to the Board of Supervisors that the timing to the light at Rt 22 and Jonestown Road be corrected to eliminate turning conflicts on green.  Mr. McCahan was directed to prepare a memo for the Board.  The motion passed unanimously.

11.   PLANS FOR REVIEW AND CONSIDERATION

       A.   #03.020 F/SB Arondale (plan approved by BOS 2/17/04)

1.      The hydrants existing at the entrance and adjacent to units 108 and 87 are satisfactory.  The other 3 hydrants exceed 650’.  Add hydrants between lots 63 & 64 and lots 45 & 46 on Kelsey Circle and between lots 3 & 4 and 22 & 21 on Brei Circle.  Delete the hydrants at lot 13 and between lots 51 and 52.

 

2.      Radii at both the inner and outer end of the boulevard should be 45’ instead of 25’ to accommodate emergency vehicles.

 

              3.    14’ cartway width is not adequate to properly setup emergency aerial apparatus.  A minimum of 16’ is required.

       B.   #06.001 F/LD 3 Bay Expansion/TA Operating Corp – No comments.
