4. APPROVAL OF MEETING NOTES - MINUTES
A. Mr.
Gochanaur moved, seconded by Mr. Gross to approve the minutes of February 2,
2006 as presented. Motion passed unanimously.

THE PSAB
A. Snow Emergency Routes – Mr. Rimer presented a snow emergency route concept plan. The ordinance wording still needs to be drafted. Mr. Rimer reported an ordinance will allow enforcement of no parking with penalties such as towing of vehicles and/or fines. Sergeant Crosssan, of the Pennsylvania State Police, indicated the State Police could not enforce a local ordinance unless a hazard was created. Considerable discussion took place regarding how the mechanics of the ordinance would work.
Motion
– Mr. Gochenaur moved, seconded by Mr. Gross, to adopt the concept of
establishing a snow emergency route ordinance.
The motion passed unanimously.
7. ACTIONS REQUESTED BY BOARD OF
SUPERVISORS – NONE
A. Dry Hydrant Project –
Mr. McCahan stated Brian Cassel and Bruce Hetrick are to identify practical
places where dry hydrants can be established.
Staff will provide mapping showing all the ponds located in the
township.
B. Review Reporting Requirements of Chapter
19 – Mr. Cassel reported he is already working on this issue. Mr. McCahan added that he spoke with Mr.
Garland and has asked him to contact Fire Marshals in other communities to
ascertain some practical guidelines for testing. The PSAB is trying to get some relief from
the inspection timing requirements.

Discussion – Requirements/ordinances to clear hazardous situations from private
property – Mr. McCahan reported that the Codes Administrator powers are
limited in these situations. Mr. Rimer
thought enforcement may be through the Property Maintenance Code, depending on
the situation.
