3.     PUBLIC COMMENT – NONE.

 

4.  APPROVAL OF MEETING NOTES - MINUTES

Mr. Gochenaur moved, seconded by Mr. Calhoun to approve the minutes of June 1, 2006 as presented.  Motion passed unanimously.

5.  PRESENTATIONS, STAFF/BOARD REPORTS

 

A.     Parking at McDonald’s/U-turns – PSP, PENNDOT, HRG – Mr. McCahan gave a brief history of the problem with tractor trailers parking in front of the hydrant at McDonalds.  Mr. Rimer stated he wrote a letter to PENNDOT District 8 regarding the installation of “No Parking” signs at the hydrant.  A letter was received from Mr. Hoffman stating “any municipality may install, revise, remove, maintain, and operate stopping, standing or parking signs on state-designated highways without approval of PENNDOT.  It will be the responsibility of West Hanover Township to perform the engineering and traffic study and, if warrants are met, to purchase, erect, and maintain the necessary signs to post the parking restriction.”  Mr. Rimer stated HRG (Dave Beachey) will handle the study.  There was considerable discussion regarding this issue.

 

        Motion: Mr. Garland moved, seconded by Mr. Cassel to recommend that the Board of Supervisors authorize HRG to perform the study and recommend proper signage for “No parking” at the hydrant in front of McDonalds on Rt 39.  The PSAB also recommends the Board enact an ordinance to establish this “no parking area.”  The motion passed unanimously.

 

B.     U-Turns on Rt. 39 – Mr. McCahan presented letters from of concern from William Kwasnoski of D & K Auto and from Mark Salisbury of the Water and Sewer Authority regarding u-turns by large trucks on Jonestown Road and Rt. 39.  Both letters cited property damage and safety concerns.  Mr. McCahan asked Corporal Stone for maximum enforcement in this area.  Corporal Stone agreed this area is a problem and also suggested that business owners in the area can help by getting the tag numbers and names on the trucks and report any violations witnessed to the State Police.  Mr. Rimer also suggested this item be brought up at the next Businessman’s Association meeting.

 

        Motion:  Mr. Garland moved, seconded by Mr. Gochenaur to recommend to Board authorize improvements to the “Truck & Bus No Right Turn” sign located on Rt 39 before the intersection with Jonestown Road.  The motion passed unanimously.

 

        Mr. McCahan suggested adding a line “No Access to Pilot” so trucks see they cannot enter the Pilot lot from Jonestown Road.

 

6.   ACTIONS REQUESTED BY BOARD OF SUPERVISORS

       A.   Devonshire Heights/Douglas Road Solutions – Mr. Rimer stated the Board asked for input from the PSAB regarding possible solutions to the conflicts at this intersection proposed by HRG.  It was recommended that the Township considered installing a curb in the southeast corner of Devonshire Heights Road and Rt 39 to reduce the radius from about 45 feet to 15 feet.  It is believed that this will force drives to slow down in order to execute a turn onto Douglas Road.

              Motion:  Mr. Garland moved, seconded by Mr. Ditzel to recommend approval of HRG’s proposal.  The motion passed unanimously.  Mr. McCahan will prepare a memo for the next Board meeting.

       B.   Dry Hydrants – Mr. Rimer reported this item will be included in the budget for 2007.

7.    OLD BUSINESS

       A.   Traffic Light Timing/Jonestown Road & Rt 22 – Mr. McCahan noted his same concerns with the light and stated those teaching driver safety courses should be alerted to instruct that “a green arrow is no longer a protected turn.”

       B.   Parking in front of McDonalds – Covered under presentations.

       C.   Piketown Area Road Accessibility – Ongoing.

       D.   Fire Department Connections (Super 8 Motel) – Memo to Harold Arndt.  Mr. Rimer stated he will follow up with Mr. Arndt.

       E.    Preemption Installation Rt 22/39 – Mr. Rimer reported the Board rejected all bids because they came in higher than anticipated requiring prevailing wage.  The Board chose to re-bid.  Mr. Rimer stated they are waiting for a ruling from Labor and Industry, however in the meantime the Township Engineer is preparing new bidding documents.

9.    OTHER BUSINESS/CORRESPONDANCE BEFORE THE PSAB

Mr. Garland wondered why the Board did not have the PSAB comments regarding the Harrisburg Motorcycle Club Plan, specifically regarding upgrading the road to 12’.  Staff indicated comments from the PSAB were given to the Board and that they receive the PSAB minutes every month.  Mr. Rimer indicated that the road is actually a private driveway and there are no ordinance regulations to require the upgrade.  The Harrisburg Motorcycle Club did agree to some additional pull off areas. 

Mr. Gochenaur asked for the status of the speed survey for the Township.  Appleby Road is not posted and people just fly up and down that road.  Mr. Rimer indicted he will move the survey up on the list.
