3.     ELECTION OF OFFICERS

 

A.   Chairman – Mr. Garland nominated Mr. McCahan for the position of Chairman for the 2007 calendar year.  The motion was seconded by Mr. Mowry.  The motion passed unanimously.

 

B.   Vice-Chairman – Mr. Gochenaur nominated Mr. Garland for the position of Vice-Chairman for the 2007 calendar year.  The motion was seconded by Mr. Mowry.  The motion passed unanimously.

 

C.   Secretary – Mr. Garland nominated Mr. Gochenaur for the position of Secretary for the 2007 calendar year.  The motion was seconded by Mr. Ditzel.  The motion passed unanimously.

 

4.   PUBLIC COMMENT

 

5.  APPROVAL OF MEETING NOTES - MINUTES

Mr. Gochenaur moved, seconded by Mr. Garland to approve the minutes of December 7, 2006 as presented.  Motion passed unanimously.

6.  OLD BUSINESS

 

      A.    Preemption & Signal Upgrade @ Rt. 22/39 – Project is complete.  There was some discussion about upgrades to the signal at Rt. 39 and Rt. 22. 

 

Motion:  Mr. Garland moved, seconded by Mr. Mowry to recommend the Board of Supervisors write a letter to HERCO asking them to consider helping with a signal upgrade.  The motion passed unanimously.

 

      B.    Speed Survey & Update Ordinances for Speed Signs – No parking signs at McDonalds were installed on 1/3/07.  The speed survey study will be provided to the PSAB when finalized.

 

      C.    Mapping Completed – Mr. McCahan reported that the mapping has been completed for the year.  Map books or disks are available upon request.

 

      D.    Traffic Signal Problems: Manor & Clover – Problem has been resolved.

 

      E.    Gas Piping – A copy of the letter sent to Representative Marsico was provided to the members.

 

7.    NEW BUSINESS

A.    “No Trucks/No U-Turn” Signs on Rt. 39 – Mr. McCahan noted that PENNOT will not allow the posting of the signs on Rt. 39, however he suggested posting Township Roads instead.  Mr. McCahan proposed a sign on the Township side of Manada View Drive. 

       Motion:  Mr. Garland moved, seconded by Mr. Mowry, to petition the Board of Supervisors to post Manada View Drive (east & west) on the Township side, with a sign reading “No Trucks/No U-Turns”.  The motion passed unanimously.

8.    ACTIONS REQUESTED BY BOARD OF SUPERVISORS’

       A.   Review of Draft Airport Ordinance – Considerable discussion was held regarding the Airport Ordinance regulations.  By consensus the PSAB agreed to the following recommendation:

·       Runway and safety zone should be able to be accessed by emergency vehicles (up to 50,000 lbs) from a public roadway to the landing strip.

9.    OTHER BUSINESS/CORRESPONDANCE BEFORE THE PSAB

·       Mr. Cassel wondered if the street signs have been installed in Bradford Estates.  Mr. McCahan stated he would verify.

·       Discussion was held regarding a vehicle for the use of the Fire Chief.  The PSAB concurs with the vehicle proposal with ownership being maintained by the Township.  Motion:  Mr. Garland moved, seconded by Mr. Mowry to recommend the Board of Supervisors authorize the purchase of a vehicle for the use of the Fire Chief.  The motion passed unanimously.

·       Mr. Cassel wondered if there was any way for the Fire Department to be notified of oxygen use/needs of Township residents.  This point was of considerable concern to responders.  Mr. Cassel wondered if a newsletter article would be appropriate.  Mr. Calhoun cautioned about violating HIPPA regulations.  It was decided Mr. Cassel would bring the topic up at the Board meeting or have staff check with the Township Solicitor.

10.   PLANS FOR REVIEW AND CONSIDERATION

       A.   #2007.01 F/SB Richard & Linda Dengler – no comments

       B.   #2007.02 P/SB/LD Evergreen Ridge

              1.  Street names pending approval by Dauphin County

              2.  Cul-de-sac is not large enough to accommodate emergency vehicles.  Radius must be at least 92’.

       `      3.  Water shut off for the church needs to be located at the end of the cul-de-sac on Capital Drive.

              4.  Move boulevard island back an additional 20’.

              5.  Hydrant locations:

·       1st intersection at the southeast corner of Spruce Drive and Capital Drive

·       Intersection of Douglas Fir Drive & Spruce Drive

·       Spruce Drive between last 2 buildings, approximately 200’ east of the center line of cul-de-sac.
