3.    PUBLIC COMMENT:  None.

 

4.    APPROVAL OF MEETING NOTES - MINUTES

Mr. Garland moved, seconded by Mr. Gochenaur, to approve the minutes of the March 1, 2007 meeting.  Motion passed unanimously. 

5.    PRESENTATIONS, STAFF/BOARD REPORTS

 

Mr. McCahan said at the May meeting the Board would discuss emergency storm routes throughout the Township.  There was some discussion on whether the Township can place emergency route signs on State roads.  Mr. McCahan said Mr. Garland would conduct the meeting in May in his absence.

 

6.    OLD BUSINESS

Road classifications & concerns.  Comments due from board members.  Mr. McCahan collected the comments on the road classifications from the members.  Mr. Cassel commented specifically on the intersection of Clover Lane and Hillside Ave.  He feels there should be a Hidden Drive sign posted.

 

No U-Turn/No trucks, Rt. 39 Update on Board Action.  Mr. McCahan reported the Board of Supervisors passed Ordinance 2007-07 restricting truck traffic on specific roads intersecting with Route 39.  The Public Works crew will be installing the appropriate signage.

 

EOP (Emergency Operations Plan).  Mr. McCahan reported the EOP notification & resource manual was updated and submitted to the County.  Mr. Hetrick said the Township should have had parking available for truckers during the Valentine day storm when both Interstate 78 and 81 were closed.  There was discussion on the need for pre-planning for this type of emergency and also ways to notify truckers.

 

7.    NEW BUSINESS

      

Drew Williams, Olde Towne Hanover concept.  Mr. Williams brought in a concept plan for a development on Route 39, northeast across from the old Manada Inn.  This is in the NC zoning district and will have a mix of retail, residential, and a community building for the Township.  The residential area will have 16 foot alleys, with stabilized shoulders, with garages in the back of the homes.  The parcel does go across the Township line into East Hanover.  The Board suggested approaching East Hanover with the idea of ceding the land to West Hanover to avoid problems with different school districts, taxes, zoning districts, etc.  There was discussion of fire truck access, emergency exits, Knox boxes for the commercial properties, and fire hydrants.  Mr. Williams will provide Mr. Hetrick with a clearer plan to review the fire hydrant locations.

 

Extend No U-turn/No Trucks to S Hershey Road.  There was discussion about requiring no truck signage for Township roads intersecting Route 39 south of Route 22.  This would require a study of all the intersections from Mr. Brulo, Township Engineer.  Mr. Garland moved, seconded by Mr. Cassel, to recommend to the Board of Supervisors that the Township Engineer perform a study of all the Township roads intersecting with Route 39 south of Route 22 for the purpose of restricting truck traffic.  Motion passed unanimously.

Mr. Cassel said vehicles doing u-turns at the intersection of Route 22 and Oak Grove Road are destroying the pork chop.  Mr. Hetrick brought up the issue of crosswalks at Kokomo’s.  Mr. McCahan said he had spoken with the civic association and advised them of the need for a formal request.

 

10.   PLANS FOR REVIEW AND CONSIDERATION

#07.005, Oak Grove Manor.  The Board reviewed the plan and made the following comments:

1.      Sheet 21, Area A.  No comments

2.      Sheet 22, Area B.  Add a fire hydrant on Road A at the corner of lot 5.

3.      Sheet 23, Area C.  No Comments

4.      Sheet 24, Area D. 

a.      Add a fire hydrant between lots 49 and 50. 

b.      Add a fire hydrant between lots 55 and 54. 

c.      Add a fire hydrant between lots 64 and 65. 

d.      Move the fire hydrant from lot 68 to lot 70. 

5.    Sheet 25, Area E. 

a.    Add a fire hydrant between lots 77 and 78. 

b.    Move the last hydrant on Road B (cul-de-sac) to across from lot 101 at the corner of lot 103.
