3.    PUBLIC COMMENT:  None

 

4.    APPROVAL OF MEETING NOTES - MINUTES

August 2, 2007.  Mr. Rimer moved, seconded by Mr. Gochenaur, to approve the minutes of the August 2, 2007, meeting.  Motion passed unanimously. 

5.    PRESENTATIONS, STAFF/BOARD REPORTS:  None.

6.    OLD BUSINESS

Route 39/Jonestown Rd. truck problem status.  Several members of the Board reported that trucks are still making u-turns on N. Hershey Rd. but there have been no further complaints from residents on Jonestown Rd.  HRG is still in the midst of its study.  Mr. McCahan reported that Pilot has applied for a new sign permit.

 

Truck Idling Ordinance research.  There has been no further progress.

 

IFR Addition – Relocation of Fire Company Connection.  No new plans have been submitted.

 

Devonshire Heights/Route 39 Radius curb project status.  Mr. Rimer reported the bid has been let to Kinsley Construction who is coordinating the curb with the PennDot repaving project on Route 39.

 

Dry Hydrant project status.  Mr. Rimer reported he has sent a letter to the Nilands, owner of the pond, with parcel and aerial photos requesting their cooperation with the project.  He is awaiting an answer.

 

7.    NEW BUSINESS

State Police Sgt. Mark Crosson.  Mr. Rimer opened the discussion about local policing issues and a request for regular incident reports submitted to the PSAB and then to the Supervisors.  Sgt. Crosson presented the AIMS (Automated Incident Memo System) reports for July, August, and the beginning of September, 2007.  The Board asked for this information on a routine monthly basis in a summary spreadsheet, column format by month.  There was considerable discussion of local policing, performance of Troop H, and crime relating to the casinos.  Sgt. Crosson reported there will be a separate trooper unit stationed inside the casino in East Hanover Township.  There has been a small amount of crime relating to the casinos in other areas of the state however traffic will increase.  He also advised that statistics for Troop H can be found on the web site however Troop H does serve 6 Townships so the statistics are for the entire area.  He also reported officials are pleased with the Central Dauphin High School Resource Officer.  This position is staffed on a rotating basis by 4 officers in addition to their regular duties and paid for by the school district.  Mr. Cassel advised of speed problems on both Piketown Rd. and Sandy Hollow Rd., especially when school lets out.

 

 

Ordinance 2007-xx, Hazmat billing.  The Board reviewed the Ordinance on Hazmat billing with the following changes agreed upon:

1.    Change the phrase ”any recognized Fire Company serving West Hanover Township” to the West Hanover Township Fire Company in all sections.

2.    Section 77-3.A.  Add the word hazmat to fire and rescue services in all sections.  Delete phrase “on the roadways”.

3.    77-3.D.  Delete the last four lines beginning with “so long as…”

4.    77-4.A.2.  Delete entire item.

5.    77-4.B.  Delete all references to personnel costs in all sections.  Delete last line beginning with “and incidents…”

6.    77-4.C.1.  Delete last three lines beginning with “as determined by …” and replace with “in accordance with industry standards”.

7.    77-4.C.2.  Change the word “requires” to “is provided”.

8.    77-4.C.3.  Remove from the second line “if known, as an add-on cost.  Remove last sentence.

9.    77-4.C.4.  Remove entire item.

10.  77-4.D.1.  Replace Township with West Hanover Fire Company in both cases.  Change the word shall to may.

9.    OTHER BUSINESS/CORRESPONDANCE BEFORE THE PSAB

Chief Cassel asked about the occupants of Fishing Creek Valley Elementary School.  Mr. McCahan said he has been in touch with them and they are working on the emergency plan.

 

Mr. Rimer brought up the issue of parking in Brynfield that was discussed at the Board of Supervisors meeting.  He asked for practical solutions to the problem.  The Board agreed it needed to be researched and tabled the discussion to the next meeting.

 

10.   PLANS FOR REVIEW AND CONSIDERATION

 

07.013 F/LD Klein Dentistry.  No comments.

      

07.014 P/LD Bella Vista Business Park.  The Board recommended the driveways for each lot be aligned directly across from each other.

 

07.005 P/SB/LD Oak Grove Manor.  The Board was impressed with the new hydrant arrangement but made two recommendations:

1.    On page 27 of 49, move the hydrant from lot 102 to 104.

2.    Remove completely the hydrant in front of lot 68.
