1.     CALL TO ORDER –6:30 PM  (It was noted by the Chairman McCahan that no quorum was present.

3.    PUBLIC COMMENT

 

Roy Bridges – Mr. Bridges indicated he was a resident of Brynfield and referred to the letter sent to the Township Manager requesting “no parking signs” around the islands in the Brynfield development.   Many times it has been observed that people park around the islands and there is a concern that emergency vehicles and plows will not be able to get through. 

 

This item was referred by the Board of Supervisors for recommendations from the PSAB.  There was considerable discussion of this issue including problems in other developments in the Township.  Mr. Hetrick noted similar situations in Bradford Estates and Maple Glen.   Mr. McCaham thought Maple Glen was to be posted as part of the land development plan.

 

Mr. Garland suggested taking action through out the township, and enact an ordinance and pick up all the parking problems at one time.  Mr. Hetrick agreed that the Board should address the current problem with an ordinance and then enact an amendment to the SALDO for future developments.

 

By consensus of the members present, it was agreed that the Chairman would send a letter of support for no parking signs in Brynfield, to the Board of Supervisors.  Also, McCahan and Hetrick  will survey other new  developments on Saturday and make additional recommendations for no parking restrictions in those developments to be included in an ordinance

 

Mr. Hetrick further suggested that if a development has a boulevard or an island – the street must be posted “no parking” on both sides and “no parking” against the island or boulevard.  The PSAB supports this language.

 

4.    APPROVAL OF MEETING NOTES - MINUTES

September 6, 2007 – minutes could not be approved without a quorum.

5.    PRESENTATIONS, STAFF/BOARD REPORTS:  None.

6.    OLD BUSINESS

A.   Truck idling ordinance research  - tabled

 

B.   IFR Addition – Relocation of Fire Company Connection – No new plan was submitted for review.

 

C.   Devonshire Heights/Rt 39 Radius curb project status – Curb is in, project is almost complete.

 

D.   Dry Hydrant Project Status – Manager in the process of getting written agreements.  Appears owners are  agreeable.

 

E.    PSP Reports – Chairman McCahan handed out incident reports for review.

 

F.    Hazmat/reserve Billing Ordinance – Ordinance passed by BOS – completed item
