3.    PUBLIC COMMENT

 

Chris Scott, 253 Berkstone Circle – Mr. Scott indicated he had concerns with the Harper Drive Sleep Inn

project.  The main concern being the turning radius for emergency vehicles.  He stated according to the plan submitted it does not appear they meet the radius.  Mr. Brulo stated that issue will be part is his engineering review for the next Planning Commission meeting.  Mr. Scott noted that he and several of his neighbors had concerns about the 18 Norway spruce trees which are to be planted along the perimeter of the adjoining properties.  The concern had to do with patrons of the motel possibly throwing lighted cigarette butts under the trees and igniting the pine needles.  Mr. Scott also questioned the safety of the detention pond and asked what protection the residents had from West Nile Virus.  Mr. Brulo noted that it shouldn’t be a problem as it is a dry pond.  Finally Mr. Scott reported that tractor trailers have been seen turning around in the Manada Heights development.  Chairman McCahan stated residents need to get the license number and identification numbers off of the tractor and report it to the State Police.  They will prosecute with that information.  Mr. Scott wondered if this will become a greater problem if the motel is approved.

 

Chairman McCahan re-arranged the order of the agenda to accommodate Al Brulo and Eric Stump from HRG.

 

4.    NEW BUSINESS

A.    HRG Study – Truck Circulation Recommendations – Al Brulo and Eric Stump from HRG were in attendance to present the “Truck Route Study for West Hanover Township” dated October 31, 2007.  Mr. Stump reviewed the report highlighting the following:

       Enforcement issues:

·       Double fine zones – The PSAB seemed to be in favor of this option and HRG agreed to explore it as another alternative, along with signage “no stopping or parking on ramp”.

·       Distribution of Section 3717 of Pennsylvania Vehicle Code – The Township has done a good job about keeping residents informed of the problem through the Township Newsletter.  The article also points out what information needs to be provided to the PSP.

·       Coordination with PMTA (Pennsylvania Motor Truck Association) –Mr. Rimer indicated he sent a letter to this organization but has received no response.

·       Signing Jonestown Road “No Trucks” – Chairman McCahan suggested totally restricting all trucks on Jonestown Road, except local deliveries.  The warrant being safety.  HRG will look into the legality of this issue.

·       Prohibiting Trucks on Side Streets on Jonestown Road and Route 39 –The streets included in this part of the study were; Manada View Drive, Harper Drive, Monroe Street, Slepian Street and Umberger Street.  It was noted that Needlewood Drive should be included.

·       Signing Jonestown Road “No Truck U-Turn”

Options for returning to Route 81:

·       Utilizing the Sewer Authority Property as a temporary Turnaround – This item has been withdrawn as an option due to concerns by the Authority.

·       Signing a Truck Route Utilizing Harper Drive as a Turnaround – This option held a lot of appeal to the PSAB members, although some improvements would be required.

·       Signing a Truck Route to Route 22 and Utilizing Bretz Drive as a turnaround – This option was favored by PENNDOT, however many felt it was too far away.  Trucks will want to turn around as soon as they realize they missed Pilot. 

·       Signing a Truck Route along Jonestown Road to N Fairville Avenue back to Route 39 – This option would require improvements to the intersection .  Westbound right turns will be difficult for trucks due to the tight radius of the intersection.  In addition there is a stone retaining wall on the northeast corner that complicates truck turns.

·       Physical Barriers on Affected Properties along Jonestown Road

There was considerable discussion regarding this study.  Chairman McCahan asked Mr. Stump if the Township has the authority to restrict parking of private roads in condominium developments.  Mr. Stump stated “no”, however they could petition the condominium association to do so.  Mr. McCahan agreed to contact the associations to discuss the problems with emergency vehicle access.

It was agreed that HRG would return to the December meeting with revisions and updates.  The study will also include priority of options and focus on conclusions.

 

5.    APPROVAL OF MEETING NOTES – MINUTES

A.          September 6, 2007 – Mr. Garland moved, seconded by Mr. Rimer to approve the minutes of September 6, 2007 as presented.  The motion passed unanimously.

B.          October 4, 2007 – Mr. Garland moved, seconded by Mr. Ditzel to approve the minutes of October 4, 2007 as presented.  The motion passed unanimously.

 

6.     PRESENTATIONS, STAFF/BOARD REPORTS:  None.

7.    OLD BUSINESS

A.   Truck idling ordinance research  - State has taken over this issue.

 

B.   IFR Addition – Relocation of Fire Company Connection – Mr. Hetrick stated the fire company connection shown on the plan submitted to the BOS for approval on 11/5/07 is not acceptable.  Mr. Brulo will review and included this issue in his report to the Board.

 

C.   Dry Hydrant Project Status – Mr. Rimer stated he is still waiting for a response from the Nilands.

 

D.   Hazmat/Reserve Billing Ordinance – Chairman McCahan stated this ordinance has been passed by the Board of Supervisors.

 

E.    No Parking Request, Brynfield – Mr. Rimer indicated he still needs to get copies of maps to Chairman McCahan to include in his report.  Chairman McCahan and Mr. Hetrick presented their report on the following developments:

·       Brynfield – parking restrictions needed on Brynfield Way, Hanover View Circle, Hanoverdale Road, Forney Way, Schaffner Drive, and J L Moyer Court.

·       Sagewicke – parking restrictions needed on Woodruff Way, Aynlee Way, Traffic circle at Aynlee & Village Way; Cul de sacs at end of Village Way, Chervil Court, Coriander Court and both south and north ends of Woodruff Way

·       Mill stone – no problems noted

·       Bradford Estates – Parking restrictions needed on Traffic circle at Buckley Drive & Bradford Blvd, cul-de-sacs at Bradley Court and Berkley Drive

·       Winslett – Traffic restrictions needed on Autumn Wood Drive, Country View Drive at traffic circle, Royal Oak Drive, Royal Terrace Drive, View Crest Drive.

 

Motion:  Mr. Rimer moved, seconded by Mr. Garland to table this issue until the next meeting for final review and addition of the maps, prior to going to the Board of Supervisors.  The motion passed unanimously.

 

F.    PSP Reports – Chairman McCahan handed out incident reports for review for the months of September and October.  The data will be incorporated into spreadsheet form and forward to the Board of Supervisors.

 

G.     Discussion of Complaints Received – Curbing @ Rt. 39 & Douglas Road – There was considerable discussion relating to this issue and the complaints received.  A petition has been received by the township regarding the curbing that was installed at Rt. 39 and Douglas Road – indicating it is unsafe.  It was thought that some representatives of the petition would be in attendance at the meeting tonight, however no one arrived.

 

Motion:  Mr. Hetrick moved, seconded by Mr. Garland, to recommend the Board of Supervisors pursue immediate placement of signage “Do Not Block Intersection” at the stop signs at Douglas Road and Devonshire Heights road, as a temporary measure until the realignment project is completed as recommended in the Rt. 39/743 Corridor Study.  The motion passed unanimously.
