WORKSHOP MEETING

 

 

CALL TO ORDER

 

        Chairman Millard called the workshop meeting to order at 5:11 p.m.

SWATARA CAPACITY

 

        The purpose of the workshop was to discuss the possibility of activating the capacity at the Swatara treatment plant, which the Township purchased approximately 20 years ago.

        Mr. Millard reported on telephone conversations he had with various persons, including James Spare, Chairman of the Swatara Sewer Authority; Bill Weaver, Manager of the Lower Paxton Sewer Authority; Jeff Wendle of CET Engineering and is the engineer for the Lower Paxton Sewer Authority; David Gates and Ed Coriveau of DEP; and Richard Yingst, the developer for the Arondale project in West Hanover Township.

        During the telephone conversations he explored the possibility of using the Swatara capacity in the near future as well as the Beaver Creek interceptor.  In addition, he discussed with representatives from DEP the process for amending the 537 Plan.  Finally, he discussed the possibility of having Mr. Yingst route the sewage from Arondale to the Swatara treatment plant.

        Mr. Millard also reported that Mr. Spare indicated there might be several options for using the Swatara capacity.  Mr. Spare indicated a willingness to meet with representatives from West Hanover Township, South Hanover Township, and Lower Paxton Township.  Mr. Spare also requested that the pending arbitration be put on hold until after the proposed meeting. 

        Mr. Jones asked Mr. Yost for an update regarding the arbitration.  Mr. Yost responded that it was his understanding that the actual submission of the case could come as early late October 2007. 

        Following a lengthy discussion, by consensus, it was agreed that Mr. Shope should prepare a scope of costs in order to perform a focus study, which would be necessary in order to amend the 537 Plan.  Mr. Millard stated that if Mr. Shope could have the estimated costs by Monday, October 15, he would present it at the Board of Supervisors’ executive session that evening.  Mr. Shope agreed to prepare the scope.

        Further discussion was held relative to how many EDUs would be sent to the Swatara treatment plant.  A map was presented showing that the possibility existed to send at least 679 EDUs to Swatara from the north side of Route 22 and 550 EDUs from the south side of Route 22.  Additional discussion followed as to whether or not all of the potential EDUs should be used at the Swatara treatment plant or whether some should be held in reserve in event future development would take place south of Route 22.

        Mr. Yost suggested that the Authority compile a spreadsheet showing all potential costs in activating the Swatara capacity, including the cost of a parallel interceptor and the estimated contribution from West Hanover Township to upgrade the Swatara treatment plant.  By consensus, the Authority agreed to have Mr. Shope prepare that spreadsheet and suggested that he also include cost alternatives to assist in making a decision as to whether the capacity at the Swatara treatment plant should be activated or whether the West Hanover treatment plant should be upgraded to handle future sewer needs.

        It was also agreed that Mr. Millard should contact Mr. Spare to set up a meeting with the Swatara Authority.

        The workshop was adjourned at 6:50 p.m.
