Meeting Notes

CALL TO ORDER – 6:30 p.m.

 

BUSINESS

 

A.        In the absence of the Chairman, Mr. Rimer took the liberty to start the meeting informally by asking to have a short round table introduction.  Mr. Geppert, representing the West Hanover Township Business Association, was at the meeting for the first time and was introduced to the group. 

 

B.         Mr. McCahan presented the idea to the group regarding I-81 and the Township’s current lack of a written plan for detours in the event of a major accident.  Mr. McCahan and Mr. Johnson discussed and concur with the notion that a plan is needed.  Mr. McCahan request Mr. Johnson explore a written to address, but not limited to, the following items:

 

  1. Pre-plan mapping
  2. Contingy plans with neighboring fire companies
  3. Appropriate engines to respond
  4. Lighing and electrical needs
  5. Detour route plan
  6. Use of Fire Police
  7. PSP role
  8. Formal acknowledgement and “sign-off” by Township, PSP and other.

 

Mr. Johnson felt that an August deadline to present a plan to the Public Safety Advisory Board was reasonable.

 

C.        Mr. McCahan identified a need to compile the Township’s list of Hazmat Responders.  This list need to be compiled and then submitted to the Board of Supervisors for ratification.  The Fire Chief agreed to compile the list of certified Hazmat Responders for his purpose and set a date of August 2, PSAB as a tentative deadline.

 

D.        McCahan updated the PSAB on the status of emergency mapping being developed by the Township.  The map corrections and revisions should be ready to go in about one month.

 

E          Mr. Rimer reminded the PSAB that the Township will be reauthorizing it’s agreement with the local American Red Cross and continues to coordinate CPR and First Aid courses on a regular through the Park and Recreation Department and that these programs are available to new volunteers and current Fire Company members.

 

F          Plan Reviews

 

The remainder of the meeting the PSAB reviewed and discussed three development plans submitted to the Township for review and approval that included:

 

1.      Storage Unit Project – Edward and Connie Martin – Hanoverdale

2.      Heather Glen Development – Fine Line Homes

3.      Hanoverdale Church of the Bretheren Expansion Project.

 

General comments from the PSAB have been sent on separate memo to the Planning Commission and Board of Supervisors for review and consideration.

 

G.        Other Comments and Discussion

 

1.      Appalachian Trail - There was general discussion regarding the safety and conflicts between property owners in the private road areas of Appalachian Trail.  The PSAB made no recommendation but did feel safety was a concern and that property owners need to work together to keep the roads in good condition and that if legal mechanisms are available upon request by the residents, the Township should consider assisting as appropriate, if appropriate.

 

2.      Mel G, Captain of Fire Police,  indicated that speed limit signs and “watch children” signs on Appleby and Moyer Road appear to be non-existent or mission.  Mr. Rimer indicated he would verify the legal speed limits on these road and inform the Road Master of the question.
