CALL TO ORDER – 6:40 p.m.

 

BUSINESS

 

A.        In the absence of the Chairman, Mr. McCahan took the liberty to start the meeting informally by taking role.

 

B.         The meeting started with assorted discussion on a variety of topics.

 

C.        Fire/Emergency Services - Tim Shatto discussed a tree down incident on Fishing Creek Valley Road and discussed a conversation with the Fire Chief on the Company’s services in this regard.  Mr. Shatto was concerned that the Company was “not providing” this service anymore and felt an advisement to “call PENNDOT” was inadequate.  The PSAB felt a clearer procedure should be established with PENNDOT for incidents like this in the future.

 

D.        EOP - Bill McCahan indicated that the Emergency Plan was send or would be sent to Tim.  Bill would be updating this information for the CD and Township records.  Comments were welcomed.

 

E.         Opticon Retrofit - Bill McCahan questioned Mr. Rimer on the plans for Opticon on Township/State Roads in the Township.  The PSAB felt this is now needed and was hoping the Township would implement some of these improvements in 2005

 

F.         Lock Box Program – Mr. Shatto and Mr. McCahan were under the impression that the Lock Box installations at the Fire Company are or were near completion.  Upon notification, the Township would begin it promotion program to have lock boxes installed at Township business locations.

 

G.        By Laws – Mr. McCahan discussed the possibility of instituting “by-laws” for the PSAB to more formalize the PSAB.  The members agreed and Mr. Rimer agreed to look into a few “models” to consider at the next meeting.

 

H.        Detour Plan – Mel Gochenaur, WHT Fire Police Captain, and Bill McCahan overviewed the I-81 Detour Plan for the Township.  The plan was unanimously approved by the PSAB and Bill McCahan agreed to begin exploring a more formal implementation agreement with PSP and others with regard to the plan.

 

I.          Other Items – Mr. Rimer provided a brief overview of Piketown Road and the status of the Road project and the signal improvements at SR 39 and Piketown Road.  All is progressing normally and the road will be fully completed by the end of October.  Mr. Rimer also indicated that he had been in contact with the PSP with regard to parking problems related to the school, speeding and similar issues.  The Township would be monitoring issues and Mr. Rimer indicated that he would appropriately address the BOS on strategies to improve problems via the Township Ordinances or other measures.
