CALL TO ORDER – 7:00 p.m.
Chairman Jones called the August 12, 2002, workshop meeting of the West Hanover Township Board of Supervisors to order at 7:00 PM. Mrs. Zimmerman delivered an invocation, followed by the Pledge of Allegiance

OLD BUSINESS
Authorize Execution of Employee Health Plan Coverage for 2003. Mr. Rimer reviewed the seven different options available to the Board for continued health insurance coverage for the township employees. The goals of this review were to provide essentially the same coverage with the same financial burden to the staff but at the same time save money for the Township. Quotes were solicited from both Blue Cross and Blue Shield from our current carrier, RJ Hall Company, and PCI, the Pennsylvania Chamber Insurance. A major difference of the plans is required membership in both the Harrisburg Regional Chamber of Commerce and the State Chamber of Commerce in order to be eligible to participate in the PCI programs. One concern of the board was an overlap in coverage from our current expiration of Oct. 15 to a start date of the new coverage on Oct. 1, 2002. An informal survey of surrounding townships revealed that they all pay 100% of costs for both the employee and all dependents. The plans covered the range from major medical only to traditional plans to PPO’s with a $10 co-pay. The board discussed all of the options in great detail. Mr. Millard moved, seconded by Mr. Ziltz, to approve the switch of employee health care to Option 7, PCI Blue Shield PPO II. Motion passed unanimously.
CD School District Project Update. Mr. Rimer brought up the following points for discussion:
Piketown Road Realignment/DEP Wetland Permits/S&LD plan status: The proposed road travels over wetlands. The School District wants to deed the land under the proposed road to the Township. This would minimize the permitting requirements (the parcel is under 1 acre) and the financing.
Zoning Hearings and Zoning Amendment – Screening/Landscaping: The School District did not feel they got the relief they wanted from the screening/landscaping requirements but have elected not to appeal the decision. They have instead proposed a zoning amendment and will bring it before the Planning Commission.
Building Permit Process and Building/Zoning Fees: The School District has submitted the full school plans to BOCA for review. Harold Arndt has already gone over the BOCA comments with representatives from the school, which puts us slightly ahead of schedule. The School District also plans to ask for a reduction in the Building Permit fees, possibly to time and materials instead of the current fee schedule per thousand-dollar value of the building.
Sewage System Connection: The School District does plan to connect to the sewer system but the actual location of the connection is still being worked on.
Curve Realignment Study and Funding Intersection Realignment Study and Funding: The School District has embraced the intersection at Jonestown Rd as part of the current project. However the curve realignment may be part of the elementary school project.
Overall Project Timing: The School District still expects to start some earth-moving this fall, however the approval of the land development plan must be completed first.
Clover Lane Road Project Update. There was a great deal of discussion on the current status of the Clover Lane project. Currently the drawings have not been updated since Mr. Brulo’s comments on March 6, 2002. In order for the project to begin the engineering drawings must be updated and completed and reviewed by the Township Engineer. The current jog in the road must be addressed in order to provide a gradual straightening. The island at the entrance to Clover Lee must also be addressed as the decision was made to widen the road 4to 6 feet in that direction in order to spare the 12 property owners on the other side. A memo was received from Jim Cieri today stating that Follmer’s Excavating is prepared to start work on Friday. Mrs. Zimmerman made a phone call to Mr. Yingst to discuss the issue. The Board made preliminary plans to declare the builders in default at their regular meeting on Monday, August 19, 2002, and take over the project to ensure completion. In the meantime one last attempt will be made to get the project moving before then. Both Mrs. Zimmerman and Mr. Jones will speak with Mr. Yingst. Mr. Rimer will speak with Follmer Excavating and Mr. Brulo will speak with Mr. Cieri. Mr. Ziltz moved, seconded by Mr. Millard, to authorize the officers of the Board of Supervisors to execute an agreement regarding Clover lane when all the paperwork has been completed and a start date no later than Monday, August 19, 2002, has been established. Motion passed unanimously.
Resolution 2002-45 Clover Lane Temporary Road Closure. The Board decided to wait for developments in the next week before moving on the motion. Mrs. Zimmerman moved, seconded by Mr. Ziltz to table this resolution until the meeting Monday, August 19, 2002. Motion passed unanimously.
Shop Project Update. A proposal was presented to the Board for a storage facility for major equipment at the Public Works facility. The Board requested an actual site sketch of the overall facility. They are also unsure of the actual need for a 160 foot long building. The matter was sent back to Mr. Harman for further study.
Schedule Meeting Date for Fire Marshall Ordinance Update: Tim Shatto has requested a meeting with the Supervisors to discuss proposals to the Fire Marshall Ordinance. The Board felt this could be discussed at a regularly scheduled Board meeting.

board for the proactive decisions made regarding the Clover Lane project.
SUPERVISORS COMMENTS
Mrs. Zimmerman requested reports from
Supervisors who attend other meetings on behalf of the full Board. This will keep all members of the Board
apprised of all activities within the Township.
