CALL TO ORDER
Chairman Jones called the
February 10, 2003, workshop meeting of the West Hanover Township Board of
Supervisors to order at 7:00 PM. Mrs.
Zimmerman delivered an invocation, followed by the Pledge of Allegiance.

BUSINESS
Presentation – Delta
Development – Contract for 2003. Lou Roth
and Scott Tocterman made the presentation for Delta Development. Mr. Roth stated the current contract West
Hanover Township has with Delta Development expires on Feb. 28, 2003. They would like to extend the contract, at
the same terms of $4000 per month, for the next 12 months. He presented a task list summarizing the
activities to be completed for the remainder of February and for the next 4
quarters. These included items for the
current (2003) budget year, the T-bill vote scheduled for October which
historically runs approximately 6 months behind, and preparation for the State
Transportation Improvement Study scheduled for February, 2004. Mr. Tocterman acknowledged that they provide
a unique service that shows very little tangible evidence other than the end
result of passage of the funding request.
However, their expertise, knowledge, and ongoing contact with members of
the Pennsylvania delegation in Washington prove invaluable in stating the
Township’s case for funding. The
Supervisors reviewed the very positive visit held this past week with Bill
Hanley, State Director for Congressman Holden, especially the trip to Exit 77
and the surrounding roads. There was a
discussion of the alternatives if the Board decided to discontinue the
contract. There was discussion of the
political landscape both within Dauphin County and in Washington.
Swatara WTP Capacity. Mark Salisbury, Water and Sewer Authority Manager, and Dale
Shope, Water and Sewer Authority Engineer from Gannet Fleming, were present to
discuss the capacity the Township owns at the Swatara Township Treatment
Facility. The Township purchased the
capacity in the Swatara plant in 1986.
At that time the Chairman of the Lower Paxton Sewer Authority said that
a transportation agreement to the plant would not be a problem. This agreement was never forthcoming. Subsequently the Township attempted to sell
the capacity but was unable to come to an agreeable sales figure; therefore,
the Township has decided to utilize the capacity. We are able to get an agreement with Lower Paxton to transport
sewage to the Swatara line, however there is a problem with the joint use
interceptor to the Swatara plant. The
joint use interceptor is the sewage line that is jointly owned and used by
several townships/municipalities feeding the plant, however apparently the
Township does not own any capacity in it.
It is hoped that both Country Manor Farm and Westford Crossing, in
addition to any new development in the southern part of the township would
utilize the Swatara plant capacity.
Before proceeding the Supervisors would like to determine the condition
of the lines in Country Manor Farm and Westford Crossing and determine the
flow. Mr. Salisbury presented a report
on the instantaneous flow readings from the two developments. There was a great deal of discussion on the
readings and the possible/probable condition of the sewer lines in the two
developments.
Mr. Shope discussed the
capacity in the plant and the joint use interceptor. He agreed that the first step is to speak with Swatara about
capacity on the joint use interceptor.
The Board asked Mr. Shope to put a financial proposal together for the
Supervisors meeting on Feb. 18, 2003.
This would include typical tasks, rates, etc., that the Board could
review prior to proceeding with any further action.
