WORKSHOP MEETING

 

CALL TO ORDER – 6:00 p.m.

BUSINESS

 

Use of Swatara Twp - Dale Shope – Gannett Fleming.  Mr. Shope reported that he received the information of the draft update to the Comprehensive Plan.  This draft extends the northern boundary of the Act 537 plan beyond Linglestown Rd. as a designated growth area.  This will require the need to update the original 537 plan with DEP.  He recommends the Township review the entire 537 plan in order to receive 50% reimbursement from DEP.  Mr. Shope has not received the work schedule from Lower Paxton or CET.  He will contact them for the schedule.  The next step is to prepare the projections to determine the needs analysis to determine capacity needs.

 

DRAFT Chapter 22, Fire Marshall Ordinance.  Mr. Rimer briefly reviewed the additions made to the current Fire Marshall ordinance.  The new section 22-3 is taken from the current Fire and Building code.  The comments of the current Fire Marshall, Tim Shatto, were also reviewed.  A section should be added to allow for an assistant Fire Marshall, recommended by the Fire Marshall and appointed by the Board.  There was a great deal of discussion on the Fire Marshall investigating the causes of fires and the authority to enforce the Township codes.  In the enforcement process, there is a gap between administrative enforcement and emergency enforcement.  The consensus of the Board was for the Manager and the Codes Administrator to work with Mr. Shatto to address and resolve the issues raised in his email.

 

Traffic Impact Study and Ordinance Background Materials.  Mr. Rimer presented information from other Townships in the state on Transportation ordinances.  Currently West Hanover Township uses a fair share process for off-site improvements instead of a Transportation fee.  Solicitor Yost cautioned the Board on the cost of developing an ordinance of this type.  The engineering costs alone are nearly cost prohibitive however over the long term, approximately 15-20 years, it may prove cost effective.  Mr. Rimer will contact York Township to get more information on their consultant, the time involved, and the cost.

 

Sample Ordinances for West Nile Virus protection efforts.  Not discussed due to time constraints.
