CALL TO ORDER – 6:00 p.m.

BUSINESS
DRAFT Chapter 22, Fire Marshall Ordinance. Mr. Rimer met with the current Fire Marshal, Tim Shatto, and
Codes Administrator Harold Arndt to discuss changes to the draft
ordinance. This latest version
incorporates the results of their meeting, adding a new section for an Assistant
Fire Marshall, and a new section 3 for powers and duties. Mr. Shatto reported that after his meeting
with Mr. Rimer the current proposed draft is a good ordinance and all
inclusive. He is very happy with the
current draft. Mr. Millard moved,
seconded by Mrs. Zimmerman, to move forward with advertising the proposed Fire
Marshall Ordinance. Motion passed
unanimously.
Traffic Impact Study and Ordinance Background
Materials. This was discussed very briefly at the last
workshop. The Board felt it might be
too late and/or too expensive to initiate now since so many developments are
already underway in the Township. There
was some discussion on the cost of developing the ordinance in addition to the
length of time for the required engineering studies. It was agreed that Mr. Rimer should send a letter to
municipalities of similar physical size and population to survey their
experiences in developing the traffic ordinance.
Sample Ordinances for West Nile Virus protection
efforts. Mr. Millard felt the sample ordinances were
too narrow and should be specific to mosquitoes. There was some discussion about the pond at Townes @ Hershey
Rd. It is a sedimentation pond not a
control pond. The consensus of the
Board was to focus the ordinance on mosquitoes with our ordinance fashioned
similar to that of Hampden Township.
Mr. Jones discussed the bagworm problem within the Township. He felt an education campaign was needed to
address the problem. Mrs.
Zimmerman moved, seconded by Mr. Millard, to authorize Mr. Jones to write a
short article on the bagworm problem for the next newsletter. Motion passed unanimously.
DRAFT-Code Enforcement Policy. Mr. Rimer presented a Code Enforcement Policy developed with both
the Zoning and the Codes administrators.
There was discussion on these policies and matching them with actual
procedures to implement the policies.
The Board wanted to include the word “alleged” before violations in
Policy B.
