Traffic Impact Study and Ordinance Background
Materials. Tabled.
DRAFT-Code Enforcement Policy. Mr. Millard reviewed the Code Enforcement Policy Summary item by
item recommending that quite a few policy statements be removed because they
were common sense items. Policy G
should be changed to use the word permissible instead of possible. Policy J should be changed to use the word
shall instead of should. He felt that
Policy Q and R were contradictory.
There was discussion and concern on the ability to gather evidence. Mr. Rimer will compile all the comments and
revise the policy statements.
Agenda Review.
1. Maintenance Building
Land Development Plans. Mr. Rimer
apologized for not including the plans in the packet. The Planning Commission approved the plans at their last meeting.
2. Maintenance Building
Addition plans. Township Engineer Brulo
presented the plans for the addition to the Maintenance Building. He reported that in the development of the
plans interviews were conducted with the Public Works crew. The floor of the addition will be stone,
already prepared by the Public Works crew.
There will be 3 manual garage doors and two man-doors. Upon questioning, Mr. Brulo reported that
State law required multi-prime contractors, which resulted in 2 contracts,
construction and electrical, for the project.
The project will be funded by the remaining bond funds and funds
allocated in the budget.
3. Resolution
2003-49. Mr. Rimer asked for
several corrections to the Annual Fee Resolution. Under Transient Retail Business permit, the amount should be a
flat $25 rather than amounts based on length of time. The Recreation Fee within the Building/Zoning Permits should read
per formula in S&LD Ordinance 173-37.
The last correction, in the same section, is the Sign Permit for 0-50
square feet. The amount should be
$25. The only major changes in the Park
and Recreation fees were deposits required to ensure that property is left in
good condition and trash is properly deposited.
4. Bridge
design for Walnut Run. Township
Engineer Brulo addressed two problems with the bridge design for Walnut Run,
which was discussed at a previous Board meeting. The reduction of the drop design load is no problem, however we
do want to check with Emergency Services.
The main problem of the narrowing of the road concerns the pedestrian
access and the concern of liability. At
22 feet the bridge would have 2 10-foot travel lanes with 1-foot
shoulders. If the bridge were kept at
the width proposed, it would be made of steel.
The cost to the Township of maintenance of repainting every 10 years
would be approximately $10,000.
