BUSINESS

 

Use of Swatara Twp - Dale Shope – Gannett Fleming.  Mr. Shope was not in attendance.  Mr. Rimer did send a letter to Lower Paxton inquiring about the fixed transmission fee should the Supervisors wish to take back customers in Westford Crossing and Country Manor.  The Supervisors requested Mr. Shope report at the next Board meeting.

 

Traffic Impact Study and Ordinance Background Materials.  Mr. Rimer received a call from Greg Mellott, Transportation Planning and Design.  Mr. Mellott outlined the components of a study: analysis of all improvements needed, the zoning established in the area, and the current and future development in the area.  The price is dependent on these factors including the number of improvements needed.  The study area cannot exceed 7 square miles.  In West Hanover Township the primary impact area is the growth area, be roughly from the 81 area through the Route 22 area, which would roughly be 7 square miles.  In two studies of similar sized and structured municipalities the prices ranged from $42,500 to $52,500 for the actual study.  After the study is completed the ordinances still need to be updated and the transportation committee must be formed.  The general feeling of the Board was that it was to late for the residential areas but it may still be useful for areas of commercial development.  Mr. Yost said the downside of adopting this process would be the prohibition of negotiation with developers.  The Board decided to table the issue until the Zoning update was completed.

 

DRAFT-Code Enforcement Policy.  This policy still needs work and was tabled for further consideration.

 

DRAFT – Snow Removal Ordinance.  The Supervisors discussed a proposed ordinance on Snow Removal.  There was discussion on the “path of egress” and the terms public vs. private sidewalks.  Several sections seemed contradictory including the path of egress and the exceptions.  It may also be possible to tie the ordinance to zoning districts.  The Board asked that it be sent back for more work.

 

Agenda Review.  Mr. Millard asked that the complaint inspections and compliance reports be consolidate to only contain those that are active or are within the last month.
